Senior Consultant – Strategy & Analytics

Type: Full-time
Location: Elgin AFB, Florida

Position Summary:

Country Intelligence Group is seeking a cross-functional Senior Consultant available for assignment in the Eglin Air Force Base, Florida area. The Senior Consultant will directly support the development of an organizational master plan that integrates various elements of strategic planning and execution across the client’s enterprise. The Senior Consultant will be responsible for executing tasks related to organizational master plan development, human capital strategic planning, enterprise data analytics development, performance monitoring and reporting, and strategic communications. The Senior Consultant will work as part of a team of subject matter experts and a project manager and is responsible for delivering high quality products related to data analytics integration, organizational strategic planning, human capital planning, and strategic communications. The Senior Consultant will facilitate the injection of subject matter expertise from other team members into final work products and prepare them for delivery to the client. The Senior Consultant has the necessary experience within the Department of Defense (DoD) and Air Force to understand the context of support provided to the client’s and should be familiar with initiatives related to armaments, weapons systems, data analytics, human capital strategic planning, and strategic communications.

Required Skills and Experience:

• 7 years of consulting and analysis experience in support of DoD or Air Force organizations to include support of strategy development and performance monitoring.

• 5 years of data analytics experience to include experience with data collection, modeling, dashboarding, and performance metrics development.

• 5 years of experience supporting human capital strategic planning

• Familiarity with Jira and Confluence and other Project Management and Collaboration Tools

• Ability to work independently with minimal supervision.

• Must be able to foster a positive working relationships with Government counterparts and project stakeholders.

• Strong analytical skills and the ability to consult the team on the appropriate application of strategic planning within the armaments enterprise, analysis methodologies, policies, and processes.

• Proficient in MS Office Suite applications Outlook, Word, Excel, and PowerPoint; proficiency with Excel to perform data evaluation, formulas, analytics and spreadsheets.

• Experience with dashboarding tools such as Tableau or Microsoft PowerBI.

• The position calls for flexibility, excellent interpersonal skills, and the ability to work well with all levels of internal management, staff, and client leadership.

Project Manager – Organizational/Human Capital Master Plan Development

Type: Full-time

Position Summary:

Country Intelligence Group is seeking a cross-functional Project Manager available for assignment in the Eglin Air Force Base, Florida area. The Project Manager will lead a team of consultants and subject matter experts and is responsible for ensuring project deliverables and goals are accomplished within quality control and project performance parameters. The Project Manager is responsible for the day-to-day project management and oversight of personnel assigned to the project. The Project Manager is responsible for quality control within the project and facilitates task and deliverable review for accuracy, timeliness, and the appropriate application of automated tools, methods, and best practices among the entire team. The Project Manager has the necessary experience within the Department of Defense (DoD) and Air Force to understand and manage the support provided to the client’s enterprise and understands initiatives related to armaments, weapons systems, data analytics, human capital strategic planning, and strategic communications.

Required Skills and Experience:

• 10 years of project/program management experience in support of DoD or Air Force organizations to include strategy development and quality control.

• 5 years of developing organizational strategic master plans and/or human capital strategic plans.

• 5 years of experience performing quality control or quality assurance reviews or audits, and ensuring compliance with performance standards.

• Familiar with Jira and Confluence and other Project Management and Collaboration Tools

• Ability to work independently without supervision.

• Must be able to foster a positive relationship with internal and external project stakeholders.

• Strong analytical skills and the ability to consult the team on the appropriate application of strategic planning within the armaments enterprise, analysis methodologies, policies, and processes.

Certified Records Manager (CRM)

Type: Full-time
Location: CONUS: Arlington, Virginia

Position Summary:

Country Intelligence Group is seeking a motivated and highly skilled Certified Records Manager (CRM) to join our team supporting the Department of Defense. The CRM will support a high priority program for the DoD Financial Management workforce. The CRM will provide support to ensure proper records and information management for the program. The CRM will provide expertise for both physical and electronic records management and integrate with other program support areas for the advancement of the organizational mission.

The CRM will support the management of the Resource and Information Management (RIM) program from creation to disposal of temporary content and archiving of permanent content. The CRM will develop strategies and identify tools to support the RIM program and improvement opportunities with a focus on electronic records ingestion. The CRM will support the reduction of records holdings through the identification of records that have met disposition date and facilitate the disposition process.

The CRM will also prepare and deliver briefings and training to users, managers, action officers, and senior leaders. The CRM will organize meetings, provide reports, track actions, and provide program assessments as required by the government.

Tasks Performed:

Ensure proper records and information management
Manage the creation, dissemination, and disposal of content
Execute archiving task for Federal Government records
Identify records that have met disposition date
Prepare and deliver briefing to all levels of the organization and leadership
Organize and facilitate meetings
Develop reports and deliver results to key stakeholders
Track program action items and status of outstanding tasks
Conduct assessments on the RIM program and make recommendations for improvement
Facilitating and participating in senior leader meetings and briefings as required.
Resolving and escalating data issues with the SCWD Database and other supporting systems.

Required Skills and Experience:

Current and active Certified Records Management (CRM) certification or industry equivalent certification
Minimum of a Bachelors’ Degree in a field related to information management, library science, operations research, accounting, financial management, records management, etc.
At least 5 years of experience conducting records and information management
At least 3 years of concurrent experience performing federal records and information management
At least 3 years concurrent experience performing federal file plan and Electronic Information System (EIS) analysis and support
At least 2 years concurrent experience implementing NARA regulations in federal government

Other Job Requirements:

Ability to communicate effectively in person, to small groups, in writing, and over the phone is required
Ability to work effectively as part of a team is required
Knowledge of DoD Financial Management and the DoD Financial Management professional certification program is also helpful, but not required

Workforce Development Consultant

Type: Full-time

Position Summary:

Country Intelligence Group is seeking a skilled Consultant to join our team.

The Consultant directly supports workforce and personnel initiatives in the Department of Defense (DoD) and is responsible for helping to ensure the successful implementation of and compliance with workforce management and professional development initiatives across the DoD.

The Consultant is responsible for providing day-to-day support and compliance management services to the DoD. The tasks focus on data collection, database management, troubleshooting and resolving errors, and assisting Senior team members with complex research and analysis tasks. This includes topics related to personnel management, workforce development, human capital, training, and identifying potential anomalies and gaps in data that may arise. The Consultant will ensure timely updates to records in databases, provide input for recommendations on how to ensure program compliance is promulgated in new policies, generate business intelligence reports, assist in the preparation of briefings used for informational meetings, presentations, and to support senior leadership decisions. Other primary support duties include data collection support, providing input to the definition of supporting system requirements, assisting with tasks related to data automation, and drafting memorandum of understanding (MOUs). The consultant will also provide support with communication and distribution of program information.

Required Skills and Experience:

3 years of direct experience with personnel development, manpower/personnel initiatives, human capital services, or professional certification programs.
3 years of experience facilitating the formulation, drafting, and coordination of policy and official guidance documents.
3 years of experience analyzing personnel data and systems.
Ability to work independently with some supervision.
Personnel must be able to foster a positive relationship with DoD Agencies and Military Departments.
Strong analytical skills and the ability to conduct research independently.
Proficient in MS Office Suite applications Outlook, Word, Excel, and PowerPoint; proficiency with Excel to perform data evaluation, formulas, analytics and spreadsheets. Must be able to transfer presentation graphics from Excel into PowerPoint or Word.

The primary tasks performed are related to research and analysis of Department of Defense Workforce initiatives and the training and education mission of a global workforce. You will have the opportunity to interact with a multitude of organizations responsible for the country’s defense, and you will liaison with many external customers to coordinate updates to training databases, collect data for various initiatives, resolve or escalate reported issues, and conduct research and analysis on countless topics.
